What does a starting price actually buy?

A starting price buys the lowest-priced unit of that type. That usually means a particular size, floor and facing, and there may be only a few at that figure.

Before you plan around it, ask three things.

• Which exact units are available at this price today?
• What does the same configuration cost on the floor and facing you actually want?
• Is the figure the base price only, or does it already include any charges?

Does a ₹98 Lakh flat stay under ₹1 Crore?

No, not once the charges are added. On an under-construction flat, GST, stamp duty and registration alone can add about 13% to the agreement price.

The table uses 5% GST, 7% stamp duty and 1% registration on the starting price. It leaves out parking, deposits, club charges and location charges, so the true figure will be higher. Working backwards, a total budget of ₹1 Crore supports an agreement price of roughly ₹88.5 Lakh on these rates, before any other charges. That is the number to give a developer or agent, not ₹1 Crore.

Can a woman buyer reduce the cost under ₹1 Crore?

Yes, a concession may apply. The Uttar Pradesh cabinet approved a 1% stamp duty concession in July 2025 for property worth up to ₹1 Crore bought in a woman’s name. Should you choose the 2 BHK or stretch to the 3 BHK?

Choose by what you will use each day, and keep a buffer. A 3 BHK at the top of your budget leaves nothing for the fit-out or for a delay.

Eldeco Skywalk shows the choice most clearly. Its 2 BHK + study starts at ₹83.86 Lakh and its 3 BHK at ₹98.35 Lakh. Eldeco Latitude 27 lists a 2 BHK + 2T + S from ₹98 Lakh, which is ₹14.14 Lakh above the Skywalk 2 BHK and close to the Skywalk 3 BHK. So a buyer at this budget can compare a 2 BHK in one project with a 3 BHK in the other. Ask for the carpet area of both before assuming the 3 BHK is larger by much.

What if your budget is lower than these?

Then look at other routes. The Lucknow Development Authority sells apartments on a first-come-first-serve basis, with its own terms. Completed resale flats carry no GST, which changes the sum, though you should check the title and society dues with care. Share your all-in figure with Lalit and the shortlist can start from that.
